The economic expediency of using public-private partnership in the development of these resources is due to the need to overcome deficiencies in the existing system of nature management and the use of an effective institute of civil ownership of natural resources. Features of public-private partnership in the development of natural resources, the possibility of applying various types of transactions, methodical approaches to the formation of information necessary for their conclusion, relating to the content of gas in slate formations, forecasting the productivity of wells, the marginal cost limits, at which a profitable extraction of shale gas is possible , capitalization of shale gas resources. The criteria for the selection of the most promising zones of "sweeps spots" (sweet places) are established on significant areas of their distribution, which is the main task of exploration for the purpose of exploration, exploration and extraction of shale gas. It was investigated that the institutions of financing shale gas extraction are important in concluding public-private partnership agreements, the key role of which is the capitalization of natural resources - the process of conversion of factors of production into capital. Vytvitskyi Sun, 12 May 2019 00:00:00 +0300 THEORETICAL ANALYSIS OF APPROACHES TO ORGANIZATION OF THE INTERACTION OF NEGOTIATION GROUPS OF COUNTRIES ON INTERNATIONAL ENERGY MARKETS <p>Based on the theoretical analysis of possible options for interaction between the parties to international negotiation processes, presented in the form of a typical negotiating pair, namely a system of two functional units, negotiating groups from the parties, each of which can use well-known searching and decision-making technologies to achieve mutually beneficial and mutually acceptable solutions in the absence of the Best Alternative To a Negotiated Agreement (BATNA), the article demonstrates that the results of interaction and negotiations between two independent functional units depend on the value of so-called coefficients of their subjectivity calculated as a ratio of the number of objects of its influence to the number of subjects in the system of public administration, which can influence the behaviour and decisions of the group.</p> <p>The article proves that in the absence of the Best Alternative To a Negotiated Agreement (BATNA), the subjectivity coefficients of the parties should be approximately equal. It demonstrates that the subjectivity of national negotiation groups in the field of energy diplomacy is low and determines that an increase in the level of their subjectivity can be facilitated through the establishment of a specialised energy diplomatic structure subordinate to the Presidential Administration of Ukraine, which will hire specialists with professional diplomatic education and experience in the field of the national economy energy provision, thus minimising the influence of the factors aimed at a deliberate deformation of the latter in favour of foreign strategic players, corruption schemes of internal business structures, their associations, etc. on the national energy diplomacy and the concluded international treaties.</p> H. Methods of comparison, synthesis and situational analysis are used for the research.</p> <p>Studies conducted in 2017 show that worldwide oil and gas companies consider faster and better way of the decision-making&nbsp;process as the top advantage of digitalisation.</p> <p>It has been established that digitalisation projects are recognized as a key component <span style="text-decoration: line-through;">of</span> in the operating strategy of companies in the oil and gas complex. Oil and gas companies can implement both operational and strategic digitalisation. Operational digitalisation is action-oriented, practical and delivers immediate benefit, it allows oil and gas companies to get easily access to certain data arrays, combine them, make generalizations, establish relationships and accurately predict the effects. The advantages of operational digitalisation are: relatively small investments, gradual deployment, reduction of equipment downtime, and reduction of operating costs. Strategic digitalisation is a long-term structural approach that focuses on changing the design, construction and operation of wells and deposits in general.</p> <p>Six stages of the operational digitalisation program of oil and gas companies are identified: evaluation of assets and operations in order to find weak links that are needed to be improved; identification of value factors and the magnitude of the possible influence on them; evaluation of the digitalisation maturity; selection of measures that best balance the benefits and risks of implementation; implementation of selected measures; evaluation of the results.</p> <p>The experience of digital technologies implementation in Lundin Petroleum was reviewed. It has been revealed that the key to digitalisation were company operations, not information technologies.</p> <p>In general, digital technologies allow oil and gas companies to reach a higher level of efficiency, reduce unproductive time losses, reduce downtime, increase the efficiency of management activities, take better care of the environment, etc.</p> V. Kochkodan Mon, 20 May 2019 00:00:00 +0300 ECONOMIC SUPPLY OF INNOVATION TECHNOLOGIES FOR THE DEVELOPMENT OF CARBON HEALTH CARE WITH OIL-WEIGHTED SPARE PARTS <p>T</p> <p>The possibilities of attraction of investments for efficient removal of hydrocarbon reserves, which belong to hardrecoverable and mechanisms for attracting investments in the further development of oil and gas deposits in Ukraine, are presented.</p> <p>The main principles of the ranking of hydrocarbon reserves are considered, deposits structure analysis is needed to evaluate the prospects of transferring their parts to cost-effective ones if some economic conditions will change, as well as the appearance of new methods and technologies for attracting these reserves into development. For oil and gas companies information about the qualitative characteristics of profitable reserves and their distribution in the collectors is very important.</p> <p>The main advantages of using intelligent oil and gas field technologies, which enable real-time realization of fast processing of large volumes of geological information, modeling of various extraction scenarios, and the adoption of rational management decisions for optimizing oil and gas production are described.</p> <p>Hydrodynamic modeling, as an instrument for the search and growth of hydrocarbon reserves, its quantitative and qualitative assessment and a detailed comprehensive study of productive collectors based on modern achievements in geological and geophysical sciences is one of the main ways of development of hardrecoverable reserves. The application of existing and the creation of new technological solutions for the efficient production of oil and gas with positive economic indicators, is a logical continuation of a complex of works on low-yielding hydrocarbon deposits. The main source of growth of hydrocarbon reserves in deposits with a long history of development are: unidentified reserves outside the productive part of the deposit and missed oil-saturated intervals; oil-saturated intervals in the productive section, which aren’t attracted in the development.</p> <p>The development of hardrecoverable reserves is associated with considerable complexity, but the engineering approach, using development monitoring, hydrodynamic modeling, attracting international experience and new technologies, will increase profitability and obtain additional extraction of significant volumes of hydrocarbons, which will ensure not only the achievement of maximum investment efficiency, but also full usage of natural resources of hydrocarbons.</p> M. But the complex modeling and research of these indicators and these processes are not executed. Therefore, there is a need to implement the transition <span style="text-decoration: line-through;">to</span> of&nbsp; complex modelling and integrated research in the activity of the enterprise that can be implemented using the methodology of production functions. This is due to the fact that the methodology of production functions is the only classical model that makes it possible to comprehensively review and investigate the production activities of enterprises and industries. The main advantage of this model is that it analyzes the three most important factors of any production process - the value of fixed assets, the number of employees or the costs of labor in man-hours and the output in monetary or physical terms.</p> <p>The purpose of the study is to substantiate theoretical methods for estimation production functions and to establish the causes of disagreements arising between them and statistical models.</p> <p>In the study performed, the following tasks were solved:</p> <ul> <li class="show">the necessity of the transition from a separate analysis of the enterprise, when fixed assets and employees are considered separately, to their integrated consideration, that can be implemented using the methodology of production functions are justified;</li> <li class="show">the main shortcomings inherent in statistical models and in particular production functions are established;</li> <li class="show">theoretical methods of substantiation of indicators of the analytical (theoretical) production functions of Cobb-Douglas are applied.</li> </ul> <p>A technique is proposed for the theoretical indication of the constituent elements of a production function - elasticity indicators α, β and coefficient A. Next, the Cobb-Douglas analytical production function is determined and investigated. The next and final stage is the analysis of discrepancies that are observed in the analytical and statistical functions.</p> <p>The proposed methodology of modeling and planning for the development of an enterprise, which uses analytical production functions, significantly improves the reliability of decisions made, since it largely eliminates the shortcomings inherent in statistical functions.</p> I. In the process of research used general and special methods, in particular: monographic – in the implementation of the literary review of the problem under study; systematic and structural analysis – in substantiating different approaches and different points of view before interpreting the essence of the investment process as a complex economic category.</p> <p><strong>Findings.</strong> Generalized theoretical developments of domestic and foreign scientists-economists on the interpretation of the «investment process». On the basis of systematization of scientific approaches, the actual definition of the term «investment process» is proposed. The research of those scientists who consider the definition of «investment process» at micro and macro levels is considered. In the process of research used general and special methods, in particular: monographic – in the implementation of the literary review of the problem under study; systemic and structural analysis – in substantiating different approaches and different points of view before interpreting the essence of the State Budget deficit as a complex economic category.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <strong>&nbsp;Findings.</strong> Generalized theoretical developments of domestic and foreign scientists-economists on the interpretation of the «deficit of the State Budget». At the theoretical level, it has been proved that over the entire period of functioning of Ukraine as an independent state there was an excess of the expenditure part of the State Budget over its revenue. Traced causal relationships, which are important reasons for the appearance of a deficit of the State Budget in Ukraine. The research of those scientists considering the definition of «deficit of the State Budget» from positive and negative sides is considered. The research is based on theoretical substantiation and practical introduction of a systematic approach in implementing the environmental policy of states on the terms of partnership. We determined the core characteristics of global ecological priorities of the society development, global ecological policy, principles of international agreements under the UN Framework Convention on Climate Change, and global goals of sustainable development. We defined the characteristics of a partnership for carrying out ecological policy with the goal of leveling global threats. We determined the possibilities of realizing the systemic approach in the development of society in view of global environmental priorities, ratified international agreements, and global goals of sustainable development. In accordance with the global goals of sustainable development, we generalized the principle courses for implementing environmental measures at different standards. It has been determined that the systematic actions in the implementation of ratified commitments by various state governments require significant changes to internal environmental policy, incentives for all participants to implement the predetermined measures, state incentive policy, and the dissemination of environmental knowledge. We determined that the global environmental priorities of the society development are closely linked with the possibility of introducing an action strategy for reforming to a rational model of consumption and production, which would involve all countries all over the world, considering the development and potential of the states, the progress toward rational development and efficient use of natural resources, and rational use of chemical products and other wastes throughout their life cycle in accordance with internationally agreed principles. According to the results of broad literature analysis, rating systems formation peculiarities of scientific and pedagogical university workers were determined. Further development of approaches to specification and detailing of the essence, functions, purposes and tasks of rating assessment, formation of principles, requirements and criteria, justification and rating models selection, harmonization of theoretical concepts with the practice of applying procedures for rating assessment in the HEI is substantiated.</p> <p>Research<em>&nbsp;</em><em>novelty is to elaborate on the essence and functions of scientific and pedagogical workers rating assessment system being considered as a multidimensional information system, which in turn is the subsystem of a more general management system. Scientific and pedagogical workers rating assessment system&nbsp; involves continuous observation, measurement and controlled object conditions evaluation, operational management decisions adoption, ensures the implementation, verification and review of management objectives, promotes educational and scientific standardization processes, provides ongoing regulation and forecasts further development. In this regard, the essence of sustainable development is revealed in the context of the place and role of the social sphere as its the leading factor. The structure and main components of sustainable development are revealed. The role in the process of sustainable development of the social sphere is noted, in particular, its components such as education, health care, culture, organized recreation. The analysis of relevant socio-economic indicators was performed. Particular attention is paid to identifying the problems of development of these components of the social sphere in the context of globalization and European integration. We prove that in these conditions serious changes occur with the main productive force, in particular, the growth of the educational and cultural level of workers of modern production. We emphasize the growth of the specific weight of mental activity.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The strategy of managing sustainable development processes is disclosed taking into account the factors influencing these processes. The author considers the modern tendencies of technological infrastructure development of Ukraine. Such tendencies while globalization demand radical transformations for overcoming of economic backwardness that step up the country on the new level of industrialization. We comparatively evaluated development tendencies of innovative infrastructure using «Global Competitiveness Index», «Global Innovation Index» and several other indicators, demonstrated the resource potential of the country and explained its position in the world ranking. We outlined the shortcomings and risks associated with urbanization, environmental pollution, limited resources, etc. The article shows the causal link between political, institutional, socio-economic, environmental and other factors on the road to sustainable industrialization. It has been proved that the main priorities of each country in defining the strategy of infrastructure development and sustainable industrialization should be focused on healthy pragmatism and national interests.</p> <p>We investigated that the optimization of the taxational load; observance of a certain proportion between sectors of the national economy; decentralization of power; improvement of antimonopoly policy; development of an effective policy request to reduce anthropogenic load; use of alternative energy; training and retraining of staff and many other aspects requires intensified attention. The article considers financial markets, which are the component of globalization. The study investigates the international financial institutions that together form the international financial infrastructure and the main subjects of financial globalization. The segments of the global financial market, which include the global debt market, the global stock market, other global financial markets (precious metals, real estate insurance), the global currency market, are considered. The article considers the segments of the global financial market, such as the global debt market, the global stock market, the global currency market and other global financial markets (precious metals, real estate insurance etc.).</p> <p>The article presents the prospects of global financial markets, such as high world standards, higher level of diversification, higher liquidity and professional risk management.</p> <p>It is established that the basis of the globalization of the financial system lies in the interaction of such phenomena as: technological progress; growing competition: on the one hand, between lending and financial institutions in the financial markets, and on the other hand, between the financial markets themselves, due to the significant development of information technology and telecommunications; restructuring of credit and financial; wide internationalization of business due to the increasing transnational nature of corporations; consolidation of regional integration associations (in Europe - Economic and Monetary Union); weakening of the firm control over the implementation of international agreements related to the movement of capital stock exchanges; - macroeconomic stabilization and reform in a number of developing and transition countries that have created a favorable climate for foreign investors; widespread use of the "principle of the lever".</p> <p>We investigated that the integration of international capital markets, merger of financial institutions, the tendency to increase speculative operations in the financial markets and financial crises are the global trends in the development of international financial markets in the requisition of globalization.</p> <p>It is proved that the, the emergence of the global financial space is represented by an increase in international financial flows, volumes of all types of international transactions, an increase in the number of companies and financial groups that operate outside of the national financial systems.</p> I. The following methods of scientific research, such as generalization, comparison and analysis were used to achieve the goal.</p> <p>The attention is focused on the fact that in conditions of post-industrial economy, the role of human and its knowledge increase, resulting in implementing the human development concept. This concept is aimed at forming measures to prevent the population impoverishment, unemployment, loss of health by stimulating human development, increasing its role in society, and, at the same time, increasing responsibility to society. The main task of the concept is to ensure the welfare of the person.</p> <p>The article shows the comparative assessment of Ukraine’s ranking among other countries&nbsp; according to the human development index and its components. In this manner, everything that reduces welfare, harms a particular person and society as a whole are factors that threaten social security. The foreign countries universities experience of internationalization processes is considered. The concept of strategic management as an effective technology of higher education institutions management, particularly in the sphere of international activity and the necessity of carrying out the university diagnostics using existing strategic analysis tools, is substantiated. The potential advantages and opportunities provided by the internationalization strategy for the development of domestic institutions of higher education are determined. The development of the university internationalization strategy is based on the development of&nbsp; students international academic mobility and scientific and pedagogical workers, stimulation of educational programs and scientific researches joint with foreign partners, which ensure the implementation of productive mechanisms for the integration of the higher education domestic institutions into the global scientific and educational environment. The main factors influencing the formation of the internationalization strategy and the principles on which the development of such a strategy for modern universities is based are established. The SWOT-analysis of domestic universities has been conducted and the main results of the research based on the strengths and weaknesses, opportunities and threats of the international activity of higher education institutions are presented. This methodology of SWOT-analysis during developing the internationalization strategy allows combining the procedure of analytics and the procedure of choosing strategic alternatives. The SWOT-analysis matrix of&nbsp; strategic alternatives has been used to help the management of&nbsp; higher education institutions in formulating the internationalization strategy in the field of university international cooperation, which can be applied in such areas as internationalization of educational activities, internationalization of scientific activity, internationalization of social development. In the most priority areas of financial activity of the enterprise, timely detection of deviations of its actual results from the foreseen and the adoption of operational management decisions that ensure its normalization.</p> <p>The views of leading scientists concerning the definition of the concept of financial controlling and its key elements are researched. Also, the key financial control functions are analyzed and analyzed in the article.</p> <p>Six main concepts of financial controlling used for realization of functions of financial control in crisis conditions of management. The conditions for the development of organic agricultural production are given, namely: the presence of large areas of environmentally friendly agricultural land; high fertility of soils; favorable climatic conditions; low level of use of mineral fertilizers, plant protection products; presence of potential consumers market; Export attractiveness of organic products for EU countries; provision of the agrarian sector of the economy by labor resources.</p> <p>The efficiency of production of organic agro production, which is determined by internal (organizational, techno-technological, economic, marketing) and external (economic, institutional, legal, natural-ecological, social) factors, is investigated.</p> <p>The reasons that hinder the efficiency of production of organic products in Ukraine, which can be attributed to: imperfect institutional support and lack of state financial support; Innovative passivity of most manufacturers and management structures; lack of awareness of producers regarding the specifics of organic production and the public regarding the benefits of organic products; the predominance of exports of organic raw materials; processing, production, wholesale and retail trade in organic products of consumption are still underdeveloped; deficit of grain and other agricultural crops of organic origin; insufficient number of cattle as the main producer of organic fertilizers; high cost of borrowed funds; high ethnogeny load on the area of ​​Central and Eastern Ukraine.</p> <p>The evolution of the organic agricultural market will lead to the development of the relevant infrastructure. Agriculture of Ukraine has all the conditions for the development of organic agricultural production, since the soil-climatic allow to significantly expand the volume of organic farming. Co-operation of the organic agricultural sector in Ukraine is presented in the form of dairy cooperatives, which are intended for the sale of milk at more attractive prices. The cooperative movement makes it possible to combine efforts to create real competition for powerful agrarian enterprises and, at the same time, to promote the spread of organic agricultural production.</p> L. Project management, like change management, is a well-developed field of management theory. Project management implies the application of certain approaches, the most common are functional and process approaches. The purpose of the article is to consider the application of project management in the context of interaction with functional and process approaches. Critical analysis of scientific views on functional and process management is carried out. It is proved that, in spite of all the advantages of the process approach, it is the functional specialization that provides the least costly execution of individual operations within the business process of the project. The result of both functional and process approaches is the simultaneous design of the organizational structure (functional areas) and the order of interaction within this structure (processes). The interaction and combination of functional and process approaches from the point of view of project management are highlighted. Due to this, a comparative analysis has been made on the criteria: orientation approaches, the interaction of structural units, the principle of constructing the organizational structure, the object of management, the concentration of management, the efficiency of the units, the information exchange, the speed of the adoption of managerial decisions. It is emphasized that in project management considerable attention is paid to effective coordination of work of separate units and strengthening of constructive interaction between functional units involved in the project. Among the regulatory influences, state regulation is most effective in the field of market transformations.</p> <p>The main purpose of the article is to identify the levels of governance and healthcare providers, to group and to characterize the state regulation system of healthcare innovative development.</p> <p>The article deals with the levels of hierarchical control (macro level, meso level, micro level, nano level) and the corresponding subjects involved in the process of innovative development of healthcare</p> <p>The government control system of innovative development of healthcare can be described as a continuum of functional components, properties of objects, and relations between them in order to achieve primary objectives of innovative development in the sphere. Application of clear and effective tool of government control of innovative development in healthcare is needed for realization of the government control system of innovative development of the aforementioned field and public policy.</p> <p>We state, that the signs of the government control system of innovative development of health protection sphere has been distinguished as follows: aims, main reference-point, directions and tasks of government control, general criteria of the government control system of innovative development of healthcare, methods of state stimulation of innovative activity, instruments of government control of innovative development of healthcare, evaluation criteria of&nbsp; instruments of government control.</p> <p>We established that the achievement of strategic aims of innovative development of healthcare is impossible without effective government control of innovative processes. Innovative processes are the specific, scale, difficult and many-sided object of adjusting.
