ANALYSIS OF THE EXPERIENCE OF FORMATION OF ENERGY CONTROL SYSTEMS OF ACTIVITY OF THE LEADING ECONOMICS OF THE WORLD

Abstract

The purpose of the article is to identify and substantiate the necessary and
appropriate steps to ensure the proper organization of energy supply of national economies by
governments of countries with energy-deficit economies based on the analysis of similar work of
governments of developed countries, energy-intensive and energy-self-sufficient economies.

The article compares the organization of management of energy supply of national
economies in the USA, EU countries and Ukraine. The regularity of the formation of specialized
government structures by the governments of these countries is revealed, based on the algorithm
of the creation of a subsystem of management from the components of «normative and legal
support – a specialized organizational structure - a responsible person with a special status»,
which today is absent in Ukraine. On the basis of this, the feasibility of the creation of a
specialized, innovative state management structure, the Service of the Special Representative of
Ukraine for International Energy Issues with the function of energy diplomacy, adapted to the
conditions and realities of the system of public administration and administration in Ukraine is
substantiated. The necessity of further theoretical substantiation and formation of
recommendations concerning the ways, conditions and resources necessary for creation and
ensuring the effective and efficient activity of the proposed innovation management structure is
indicated.
