Abstract

Abstract. The article examines the state of the domestic leasing market in the conditions of rapid technical development and identifies certain shortcomings that do not allow the effective functioning of this market and obtaining the expected results. The low level of development of the leasing market in Ukraine has been identified and a list of relevant obstacles has been identified. The normative regulation of the leasing market in Ukraine, the main stages of formation of the domestic leasing market and the list of subjects of leasing relations are presented. It was found that the domestic leasing market is developing, but compared to other countries - development remains low. The dynamics of the number of registered financial companies, which has a tendency to increase during the study period and the number of registered legal entities - lessors, which has a reverse downward trend for the same period, is analyzed. The main indicators of activity of financial companies and legal entities - lessors are investigated. The list of the largest lessees and the basic equipment which are financed at the expense of leasing means is defined. The significance of the development of the leasing market in Ukraine and the creation of appropriate favorable conditions for the development of agro-leasing in modern conditions is substantiated. In order to develop and exit the post-crisis stage of the domestic leasing market, it is necessary to improve and update the current regulatory framework, develop and implement new mechanisms for leasing services and the operation of leasing companies to minimize all risks and eliminate existing shortcomings, timely adapt to modern conditions the process of digitalization in the country, the spread of globalization and, accordingly, its impact. The algorithm of introduction of the system of providing leasing services on the basis of the state bank for support of agricultural producers of Ukraine is developed and presented and its significance is substantiated. Support for the development of the domestic leasing market by the state is necessary in modern conditions and requires prompt intervention.
