Assessment of the competency component of labor potential for engineering workers

Abstract

The article deals with the problems and advantages of necessity to develop competencies
of technical officers in the human resources management and labor potential of the enterprise. The lack of
forethought of the on-time development mechanism, as a purely professional and transversal knowledge,
modern estimation procedures are examined in this study. European projects of forming competency
profile for engineering and technical personnel are considered. The necessity of competence-based
approach application for the management of the engineering personnel of industrial enterprises by
considering the features of structural and substantive organizational and procedural aspects of the training
is analyzed. The necessity of the development of adaptive model of transition to a new professional
competency level of engineering and technical personnel is proved. The list of priority competencies of
engineering professionals by expert method is studied. The most popular generic competences and skills
of the studied personnel group are determined. The necessity of changes in the content of education and
the transition to a competence-based approach in the training of specialists for design activity through
competency-based system of training or retraining is determined. The article defines the role of
competences as a part of the labor potential for increasing the efficiency of enterprises; the main external
and internal factors for the competency system strategic development are studied.
