REALITIES AND PROSPECTS OF DEVELOPMENT OF THE FOREST RESOURCE MARKET IN THE CONDITIONS OF THE PLATFORM ECONOMY

Abstract. The article is devoted to the study of systemic characteristics of the forest resources market of Ukraine as factors of formation of the platform of interaction between the forest resource and market development cycles. According to the concept of a platform economy, the world market determines the functioning of the platform of interaction between forest and, in general, natural resources and market development cycles. At the same time, the contribution of the forest sector, which covers such sub-sectors as forestry, wood manufacturing and pulp and paper industry, in the GDP of countries with high level of forest cover is estimated as one of the indicators of sustainable development, taking into account a wide range of forest resource functions.
The authors analyze the global volumes and trends of production and trade in the main types of forest products, as well as the dynamics of harvesting, sales of forest products and forest reproduction in Ukraine. It is established that domestic trends indicate the need for additional measures to align the structure of harvesting and increase the area of forest reproduction.
The role, content and prerequisites of forming a mechanism for monitoring domestic consumption of domestic untreated timber and controlling the excess of such timber consumption within the framework of the Electronic Wood Accounting System are disclosed. The essence and tendencies of certification as a regulatory instrument and a factor of development of the forest products market are also investigated.
The main drivers that reflect the opportunities and prerequisites for the development of the forest products market in the post-industrial and transitional economies are summarized.
The authors of the article found that the forest products market is affected by factors that determine the trends of the global market. Suggestions on system characteristics as prerequisites for functioning of the interaction platform of forest products and, in general, natural resources and market development cycles with the aim of diversifying and activating the forest products market in a platform economy, taking into account aspects such as the impact of forests on the climate and vice versa;increasing the role of wood biomass as a renewable energy source;the need to increase investment and increase productivity in Ukraine’s forest sector;budget policy directions etc. are formulated.
