Abstract

The accelerated pace of technological advancement and the clear outline of prospects for transition to Industry 5.0 present increasingly complex challenges for enterprise management systems, including occupational safety management. The conceptual foundation for effective industrial safety management systems needs refinement. These issues are particularly pertinent to oil and gas companies, whose industrial performances are characterized by a convergence of numerous hazardous impacts that can lead to severe accidents and incidents. This research aims to provide a theoretical grounding for potential improvements to the conceptual framework of effective occupational safety management in the oil and gas industry. To achieve this, the study explored the current conceptual foundation for building effective occupational safety management systems using general methods of theoretical analysis. Specifically, it identified the key objectives of occupational safety management systems and the fundamental approaches to achieving these objectives, as seen both in the research on government structures and organizational practices of various countries. Based on an analysis of the specific operational characteristics of oil and gas companies, the study generalized the characteristics of potential occupational hazards and the consequences of their impact on both personnel and the enterprise as a whole. An analysis of Ukrain`s regulatory framework was conducted to assess its alignment with contemporary international and European standards for occupational safety, with a particular focus on standards for the oil and gas industry. The study identified key points of contention in contemporary industrial safety theory and proposed several directions for modifying the conceptual foundations of building effective industrial safety management systems in oil and gas companies. These modifications will enable a clear structuring of the elements of enterprise occupational safety and the development of an effective risk assessment system for hazardous situations.
