Abstract

The research is dedicated to a comprehensive analysis of the challenges and prospects of ensuring Ukraine's energy security in the context of the complex socio-economic and political situation arising from armed conflict, economic crises, and global changes in energy markets. The main focus is on systematizing the factors affecting energy security, including internal and external aspects. In particular, the impact of the country's energy dependence on imported resources, as well as the consequences of sanctions policies and international cooperation, are examined. At the same time, emphasis is placed on internal challenges such as insufficient investment levels, outdated infrastructure, and significant energy losses during production and transportation. Special attention in the study is given to the role of renewable energy sources (RES) and the implementation of energy-efficient technologies in strengthening energy security. It is determined that increasing the share of RES in the overall energy balance can significantly reduce dependence on imports, contribute to sustainable development, and improve the environmental situation. The implementation of these tasks requires significant investments, adaptation of the legislative framework, and institutional support. Additionally, the introduction of innovative solutions, such as the decentralization of energy systems, optimization of resource use, and digitalization of energy management, can significantly enhance the sector's efficiency. The socio-economic aspect of the study covers the analysis of the impact of energy crises on the well-being of the population, employment levels, and social stability. The high share of household expenditures on energy resources is a critical issue that requires the implementation of energy efficiency programs and social protection mechanisms. At the same time, the insufficient competitiveness of the energy sector and the high level of shadow economy limit the attraction of private investors. Proposed approaches to improving energy policy include stimulating competition development, reducing administrative barriers for investors, and implementing resource use efficiency monitoring systems. The research results are aimed at developing strategic recommendations for reducing energy risks, enhancing the resilience of the energy system, and ensuring sustainable economic development. A multidimensional approach to assessing energy security is proposed, integrating environmental, social, and economic aspects. An important component of the proposed model is increasing social cohesion and creating conditions for equal access to energy resources for the population. The study emphasizes the importance of an interdisciplinary approach to solving energy problems, combining the efforts of government institutions, civil society, and international partners to achieve sustainable development goals.
