SECURITY MANAGEMENT OF HUMAN CAPITAL DEVELOPMENT IN THE CONDITIONS OF ENERGY TRANSFORMATION

The article presents a comprehensive study of the theoretical, methodological and applied principles of managing the security of human capital development in the context of energy transformation in the post-war period. It is substantiated that energy transformation, which includes decarbonization, the development of renewable energy sources, the digitalization of energy systems and increasing energy efficiency, significantly changes the requirements for the quality, structure and functional characteristics of human capital. The essence of the concept of "security of human capital development" is revealed, which is proposed to be interpreted as a state of protection of the processes of formation, accumulation, implementation and reproduction of human capital from internal and external threats, which ensures the continuity, quality and efficiency of its development in a dynamic environment. It is shown that the security of human capital development has a multi-component structure and includes economic, social, educational, professional and energy components. Within the framework of the work, an integral index of security of human capital development was developed, which is based on the aggregation of normalized indicators that reflect the key aspects of its development. The index was tested on the example of Ukraine for 2020–2024, which made it possible to identify trends in its dynamics and assess the impact of crisis factors. A cluster analysis of countries by the level of human capital development and energy sustainability was carried out, which allowed to identify groups of countries with different development models. It was established that Ukraine belongs to a cluster with an increased level of vulnerability, while the countries of the European Union demonstrate a higher level of stability and adaptability. A comparative analysis of Ukraine - the EU made it possible to identify key structural differences and determine directions for overcoming them. Based on the results obtained, practical recommendations were formulated for improving state policy in the field of security management of human capital development. The practical value of the study lies in the possibility of using the proposed approaches to develop post-war recovery strategies, form an effective policy for human capital development and increase its security.
