DEVELOPMENT OF AUCTION FORMS OF REGULATION OF LAND RELATIONS TO INCREASE THE EFFICIENCY OF THE FUNCTIONING OF AGRICULTURAL ENTERPRISES

. The article examines the role of the electronic trading system Prozorro.Sale in the formation of a transparent and competitive land market in Ukraine. The relevance of the work is due to the transition of land relations to a digital format, which has radically changed the landscape of the agricultural sector and the mechanisms for filling the budgets of territorial communities. As of 2026, this tool has become dominant in the implementation of state policy in the agro-industrial complex.
The research methodology is based on a systematic analysis of the procedures for the functioning of electronic trading, methods of adaptive management of state assets and statistical analysis of auction results for the first quarter of 2026. A formulaic approach was used to assess the economic effect of trading, which takes into account the final price of the lot, transaction costs and alternative budget losses. The study used a combination of general and special scientific methods and approaches, including: the method of system-structural analysis was applied to determine the place of the Prozorro.Sales platform in the general structure of land management bodies and its role in interaction with the State Geocadastre and local self-government bodies; the method of identifying systemic deformations, which is aimed at finding «bottlenecks» in legislation or technical regulations that allow manipulating the results of bidding and create barriers to filling the budget.
The author identified and classified systemic shortcomings that hinder the development of the market. These include: determinism of disqualifications by formal errors (absence of the «24-hour» rule), excessive regulatory burden regarding confirmation of the origin of funds, collisions between the stages of qualification and bidding, as well as restrictions for legal entities with a complex ownership structure.
It is proven that despite the high technological stability of the system (the level of appeals is less than 0,5%), further development requires liberalization of requirements for participants and clear detailing of sublease procedures. Ways of improvement are proposed through the digitalization of private owners' shares and the introduction of special credit lines for farmers.
