HUMAN POTENTIAL AS A FACTOR IN THE TRANSFORMATION OF THE UKRAINIAN LABOUR MARKET IN CONDITIONS OF WAR AND POST-WAR RECOVERY

The article examines human potential as a key factor in the transformation of the Ukrainian labour market in the conditions of war and post-war recovery. The relevance of the topic is due to profound structural changes in the employment sector caused by military actions, migration processes, demographic losses and changes in economic priorities. The purpose of the study is to substantiate the role of human potential in ensuring the adaptation of the labour market to modern challenges and to determine the directions of its development in the conditions of post-war transformation. It is established that the transformation of the labour market is accompanied by a reduction in employment in traditional sectors, increased migration processes, changes in the professional structure and an increase in demand for new competencies. It is substantiated that human potential should be considered as a multidimensional system that includes demographic, educational, professional and social characteristics and acts as a determining factor of economic stability. The main problems of its formation and use are identified, in particular demographic losses, personnel outflow, mismatch of competencies with labour market needs and limited institutional support. The issue of reintegration of veterans and internally displaced persons into the labour market as an important direction of human potential development has been studied. It has been proven that the effective involvement of these groups in economic activity contributes to the reduction of social risks and an increase in the level of employment. The directions of human potential development in the conditions of post-war recovery have been substantiated, which include the modernization of the education system, employment stimulation, support for entrepreneurship and the formation of an inclusive labour market. It has been determined that the development of human potential in the conditions of post-war recovery requires the implementation of a comprehensive policy aimed at the modernization of the education system, employment stimulation, support for entrepreneurship, the creation of conditions for the return of labour migrants and the formation of an inclusive labour market. The results obtained can be used in the formation of state employment policy and the development of strategies for the recovery of the economy of Ukraine.
