INSTITUTIONAL SUPPORT FOR THE DEVELOPMENT OF INVESTMENT INFRASTRUCTURE OF THE CONSTRUCTION SECTOR OF UKRAINE

The article examines the theoretical and methodological principles and practical aspects of institutional support for the development of investment infrastructure in the construction sector of Ukraine in the context of post-war economic reconstruction. The relevance of the study is due to the need to restore the destroyed infrastructure, activate investment activity and form an effective institutional environment capable of ensuring the sustainable development of the construction industry. The current state of the institutional environment of investment activity in the construction sector is analyzed, its key characteristics are identified and the main problems of functioning are identified, in particular, the fragmentation of the institutional structure, the insufficient level of coordination between the subjects of the investment process, limited access to financial resources, high investment risks and the insufficient level of digitalization. It is proven that the effectiveness of attracting investment largely depends on the quality of the institutional environment, which forms the conditions for the implementation of investment projects and determines the level of investor confidence. The article summarizes the impact of institutional factors on the effectiveness of attracting investments in the construction sector, and also substantiates an integrated model of institutional support, which includes regulatory, financial and investment, organizational and managerial, information and digital and innovation and infrastructure blocks. A feature of the proposed model is the combination of a functional approach to structuring the institutional environment with an orientation towards solving systemic problems of investment infrastructure development. Based on the research, directions for improving the institutional environment are substantiated, which include harmonization of regulatory and legal support, development of financial instruments, activation of public-private partnership mechanisms, increasing the institutional capacity of government bodies, deepening digitalization and stimulating innovative development of the construction sector. Practical recommendations are proposed aimed at forming an effective system for managing investment processes, reducing risks and increasing the investment attractiveness of the industry. It is proven that the implementation of the proposed approaches will ensure the transition from fragmented to systemic institutional support for the development of investment infrastructure, will contribute to the intensification of investment activity and the acceleration of the processes of post-war reconstruction of the Ukrainian economy.
